Unveiling the Truth: Special Prosecutor to Investigate High-Level Government Misconduct

Yonhap News

The Rebuilding Korea Party has proposed a Special Prosecutor Act to investigate allegations against Han Dong Hoon, the People Power Party’s former emergency measures committee chairman. The proposal, which came on May 30, the opening day of the 22nd National Assembly, is the party’s number one legislative initiative.

Park Eun Jeong, a member of the Innovation Party, proposed the Special Prosecutor Act to clarify allegations of misconduct and ghostwriting a thesis by Former Minister of Justice Han Dong Hoon and his family.

The bill, jointly proposed by Representative Cho Kuk and 12 party members, explicitly states that the investigation targets allegations of soliciting accusations. These include former President Yoon Suk Yeol deliberately losing an appeal lawsuit, allegations of ghostwriting a thesis, and misconduct by family members.

Other allegations involve disclosing facts about the arrest of Lee Jae Myung, the leader of the Democratic Party, and leaking official secrets. Additionally, the bill addresses allegations of excessively expanding the scope of a prosecutor’s investigation through enforcement ordinances and undermining the legislative intent of the National Assembly.

The special prosecutor will be recommended by two candidates among lawyers with more than 15 years of experience as judges or prosecutors, excluding the negotiation group of the party to which the president belonged or belongs and the party with the most seats among non-negotiating parties in the National Assembly.

In other words, the Democratic Party and the Innovation Party have the right to recommend special prosecutors. Under the Special Prosecutor Act, if these parties recommend two candidates, the President must appoint one as a special prosecutor within three days. Under the special prosecutor, three special prosecutors and 30 special investigators are appointed, and the investigation period of the special prosecutor is set to a maximum of 120 days, including a preparation period of 20 days.

Park said, “The Han Dong Hoon Special Prosecutor Act is a bill based on the common sense of the people that no one can be an exception before the law,” adding, “We will cooperate with the opposition parties such as the Democratic Party to pass the Han Dong Hoon Special Prosecutor Act, put an end to Yoon Suk Yeol’s fairness and rule of law dotted with privileges and exceptions, and restore common sense and justice that have collapsed.”
