
On November 30, U.S. and Ukrainian delegations reconvened in Florida for a second round of talks on a ceasefire plan in the Ukraine conflict. While U.S. officials described the discussions as “productive,” they emphasized that further negotiations are necessary.
According to reports from U.S. media outlets such as the Associated Press, the U.S. delegation – comprising Secretary of State Marco Rubio, Middle East Envoy Steve Witkoff, and Jared Kushner, son-in-law of U.S. President Donald Trump – met the Ukrainian delegation led by Rustem Umerov, Secretary of Ukraine’s National Security and Defense Council in Hallandale Beach, Florida.
Following the talks, Rubio and Umerov had a joint press briefing. Rubio described the discussions as productive but noted that there is still much work ahead to be done. He stressed that these negotiations aim to secure not only an end to the war, but also a prosperous future for Ukraine.
Umerov expressed gratitude towards the American people and leadership and said the discussions reinforced their shared goals of prosperity and strength for Ukraine. He elaborated that the talks covered Ukraine’s future and key issues critical to the nation and its citizens.
Umerov stated, “We were already had a successful meeting in Geneva, and today we continue this success,” adding, “So at the moment, this meeting was productive and successful.”
Prior to the discussions, Rubio outlined the broader goals of the negotiations. He stated, “We don’t just want to end the war. We also want to help Ukraine be safe forever. So never again will they face another invasion. And equally importantly, we want them to enter an age of true prosperity.” He emphasized rebuilding the country and entering an era of economic progress, paving the way for Ukraine’s sovereignty, independence, and prosperity.
On November 20, the Trump administration handed Ukraine a draft peace proposal containing 28 points that has been agreed with Russia.
Subsequently, on November 23, Ukrainian, European, and U.S. representatives convened in Geneva, Switzerland for detailed peace negotiations, streamlining the original 28 points to 19 and revising sections favoring Russia. While Trump initially set a November 27 deadline for Ukraine to accept the proposal, he later withdrew this demand. Witkoff, known for his close ties to Trump, is scheduled to meet with Russian President Vladimir Putin in the first week of December to discuss the peace proposal.
Regarding the Florida talks, Umerov posted on X, “I remain in constant contact with the President of Ukraine. We have clear directives and priorities: safeguarding Ukrainian interests, ensuring substantive dialogue, and advancing on the basis of the progress achieved in Geneva. We are working to secure real peace for Ukraine and reliable, long-term security guarantees.”
