
The White House announced on Monday that a new joint venture will take over TikTok’s U.S. operations, with Oracle handling security measures.
According to the French news agency AFP, a senior White House official stated that TikTok’s U.S. operations will be transferred to a joint venture based in the United States. The board of directors of this new entity will have a majority of American members. The official explained that a copy of TikTok’s content recommendation algorithm will be transferred to the U.S. joint venture. Oracle will then inspect and retrain this algorithm based on user data before assuming operational control. The official added that the algorithm will be continuously monitored to prevent any external influence.
White House Press Secretary Karoline Leavitt also mentioned in a Fox News interview on September 20 that six out of seven seats on the TikTok board will be held by Americans. She emphasized that Oracle will manage data and privacy concerns, and that the algorithm will be under U.S. control.

Recently, the U.S. and China reached an agreement on the sale of TikTok’s U.S. operations during their fourth high-level trade negotiation held in Madrid, Spain. On September 19, U.S. President Donald Trump and Chinese President Xi Jinping confirmed the final agreement during a phone call.
The Wall Street Journal reported that Trump is expected to approve the sale agreement through an executive order this week.
